I play this game with a crappy single core CPU, so surely you should be able to get more than 45 fps with a quad and that GPU. I have dual GTX 480's and a 4.1GHz 6-Core and I can't even pull 60 fps in cities because this game engine is so inefficient in how it utilizes hardware.
