Media Center Missing All Of A Sudden On Vista Ultimate?

It's ridiculous. It worked before a reformat. It started happening right around KB976479 but uninstalling that did not fix.  I also disabled all non-MS services and all startup apps in msconfig which did not fix. Can you suggest a solution, explanation, or relevant weblink?
