On my Dell Latitude, the Dell Touchpad tab featured a link that opened a custom Dell settings window whose main page had a toggle switch for turning the touchpad on and It is still usable, I can move the cursors with it. If you are struggling to end the process without being able to use your touchpad, I found a curious thing out. This seems to be a permanent version of Alexander Falconi's fix above. To stop the process starting up again, I used CCleaner: Tools->Startup->Scheduled Tasks and disable - or delete - the entry for Synaptics Touchpad Enhancements.
Given that changing the filters in the registry unfortunately didn't work in my case, what would you recommend? You will find settings for both Touchpad on/off and Function key behaviour there. Oddly enough though, if you let the laptop hibernate, after it "thaws" the keyboard works again. Once you've located the correct icon, right-click or double-click it and select "Pointing Device Properties." Click on the "Device Settings" tab and click the button that says "Settings...". THANK YOU SO MUCH!! Firstly touchpad freeze, after that also keyboard doesn't work.
