So here's an additional step to try if this happens to you (this got everything working for me)… Go to your Start screen and type "cmd" Right click Command Prompt and Now type: start "" "ms-windows-store:" and press ENTER This will fix the app store, whereas the code in my "UPDATE" above fixes the Settings/Control Panel apps.
